I noticed that the Russian figure skating and speed skating federations were able to participate in this week's ISU Congress. Not that this was ever going to happen, but they should have been banned for as long as their skaters are banned.

I noticed that the Russian figure skating and speed skating federations were able to participate in this week's ISU Congress. Not that this was ever going to happen, but they should have been banned for as long as their skaters are banned.
This was debated at the 2022 Congress and it was determined that it would be a violation of the ISU Constitution to deny them voting rights at the Congress. Basically, the ISU legal advisers told the Congress that they were risking a CAS appeal they would likely lose and if they lost the CAS appeal it could jeopardize all actions they took at the Congress. It wasn't worth the risk to the rest of the ISU Members to try and ban Russia & Belarus from participating in the Congress. As for the FS Branch, the Members made damn sure they did not elect any RUS or BLR people standing for election. The SS side was more open and elected a Russian to the ISU Council and a Belarusian to one of their Technical Committees. Note, though, that Belarus didn't even send any delegates this year to the Congress (along with 15 or so other Member Feds).

I suggest laxatives in their coffee for the next congress. There will be many, many, many, many, many, many, many, many opportunities for it, complete with ominous background music.

Yesterday russians destroyed the last survived ice rink in Kharkiv with a direct hit by a ballistic missile. It was a home ice rink for generations of Ukrainian skaters. There were 6 strikes (some missiles hit the ground nearby).

Olympic Truce is an IOC concept and has little to do with ISU. Even in the original ISU statement (that kickstarted this thread), there is no word about Olympic Truce (it's in the IOC statement).
Sure, but I would guess this is the reason why it's kept going with the ISU and various other sporting feds.

This is an entirely sincere question: what else could be the reason?

If it's some arbitrary political evaluation going on behind the scenes that isn't just based on the Olympic Truce's violation in 2022, then it calls into question whether the sporting feds should be functioning as proxy political bodies (something that Russia is accused of with its own athletes and sporting bodies). And then there can be absolutely valid arguments to be banning the US and Israel - and yet they're still competing and still around.

Sure, you're proving my point - for people from other countries it's even hard to believe. But don't take my word for it. Do an experiment yourself.
I don't intend to do an experiment myself 🤷‍♂️ I find it unlikely that "any" (all) Russian(s) when asked that question would answer it the same way. I'll take my chances with being wrong there.
